Mine used to sound similar, put another resonator at the back cause of the highway drone.
Difference being way more turbo whistle & wastgate dump noise, maybe that one runs a stock turbo.

Will a new resonator get rid of that whistling turbine sound I hear at start up and at 5 to 30 mph?

Probably not
Some will say its just a turbine speed catchup thing but i think it varies with exhaust heat a lot.
ie: exagerated at startup/cooler egts.
