Loose Steering Wheel LX470 (2 Viewers)

Edit: It was because my steering wheel was locked. Unlocked it and it slid right out. Now it won’t go back in… any suggestions?

I’m in the middle of this right now. I have the upper 2 bolts removed, but the steering wheel is not pivoting forward to access the bushings like in the photos above. Am I missing something? Do I need to unbolt the steering shaft?

Did you figure out how to fix this as I took my upper 2 bolts off and the steering pivoted forwards and now won’t go back to its position ?
