Loose ground and loose vacuum hose (1 Viewer)

New to the forum and yo the Landcruiser, been stalking a while for information. I acquired a 1983 FJ60 and have commenced to changing the water pump, hoses, radiator clean, etc. I came across a loose ground wire and a loose vacuum hose in the process and can't find where they are supposed to be. The cruiser was running before I dug into the water pump. These were loose before then. Hoping someone can answer from the pictures

Think it goes on the open port on the vacuum diaphragm below air cleaner in last pic(white one)
 
Second photo is the distributor venting system. Opposite the loose end is the vacuum control valve (VCV). It looks like the rest of your VCV plumbing is messed up. This might help:
