Basically he is saying that he needs to test the charge and see if it is more than 12.5V (or greater than battery voltage). That he should try to clean the battery terminals with a wire brush etc...
So, basically, clean the battery terminals and all the other connections and make sure they are clean. If there is black corrosion on the battery terminals, that will not conduct very well and will need to be scraped off.
The alternator may not be working if either a fuse or fusible link are broken (fusible link is at the battery + terminal, charge or engine fuse is in the fuse box).
The other issues that we commonly see in these are worn brushes in the alternator, a dead IC regulator (in the alternator) and a bad battery (which will slowly kill the alternator by overloading it - common in JDM imports when people are too cheap to replace the Japanese batteries with new ones).
Might be a good time to replace the starter contacts as well.
