I am pretty sure that is a power steering pump bracket with the belt tensioner for the smog pump. Although the tensioner may only be needed for certain years/models.

I installing one of these right now.

I do believe this is stock item.

is is a toyota bracket and a Toyota option. However it only works on 2/79 and later engines.

The 3 holes it uses are not on the earlier blocks.
