I have a 96 KTM Duke 620e lc4 motor and it has fuel in the tank and the line is clear of obstruction but it still won't let fuel flow and fill the fuel filter and start? It will start with fuel sprayed in it so it runs but it can't get fuel and it's not the float that is clear too! It does have a rubber line going into the petcock and I'm assuming allows the fuel to flow when running and it doesn't have any leaks in it but I haven't had one of them apart and is there maybe something wrong with it like a diaphragm or something? And help is greatly appreciated!!!
 
I'm sure you've probably already got it figured out, but pull the line that goes to the carburetor from the petcock, turn the gas to ON and make sure it's flowing out of the petcock. If it is then crack the drain at the bottom of the float and make sure gas is getting into your carb as well.
