Maybe they count the neutral position of the transfer case as a gear, or they treat 2wd and 4wd as different

That’s the way they called it then

Forward
(3) 2wd in 1,2,3rd
(3) 4wd high in 1,2,3rd
(3) 4wd low in 1,2,3rd
= 9 Forward

Reverse
(1) 2wd
(1) 4wd high
(1) 4wd low
= 3 Reverse

Lol…. Nah, no problem understanding the local lingo. The original version was a bit longer. I know it’s true, but hard to believe they don’t allow hunting rifles in the outback. What a shame.
