What are my replacement/repair options here?

pop the rivits out and find a donor frame for another one.

I've fixed worse. Cut the bottom piece off and weld in a new section. Or as the other post, replace the whole crossmember. I think SOR lists that as available separate from the frame.

Thanks. I like to idea of grinding the rivets and replacing it, Ill look around.
