Is this a defouler? Intake manifold vacuum line

I removed both by o2 sensors for my lx450. The picture below is the rear o2 sensor. Is that a defouler? Voltage for both my sensors are 0.05-0.13.

The second image is the intake manifold vacuum. For what I understood, that vacuum line is sealed off in supercharged 1fzfe? That will not cause a vacuum leak?

That does appear to be a anti fouler. Do you mean OHMS not voltage? Per the FSM the O2 sensors should measure between 5-6 ohms of resistance.

As far as the vacuum port I can not answer that question. If there are no loose vacuum lines around I would cap it off and see if that makes a change to the way the engine runs.
