If you try hard enough new OEM fenders can be had.

CCoT fenders are a cheaper solution and apparently are now of acceptable quality.
You'll learn some good metalworking skills by fixing what you have, that's for sure!

Making patch panels for that part of the fenders will be pretty tricky, because you'll need to create a compound curve... You'd be better off finding a used set on craigslist that maybe needs some patching, or can act a donor for the sections that need to be spliced in.
