Intermittent Screaming Odometer (1 Viewer)

My odometer (or possibly the odometer cable) is intermittently "screaming" at speeds of around 20 to 40 mph. The needle will jump up to about twice the actual vehicle speed ie 40 mph vehicle speed = indicated speed of 80 mph. This coincided with freezing weather. When it happens, it will "scream" (a high pitched whine) for about 30 seconds or so, then quit.

Suggestions?
