I suspect they recommend not torquing the timing gear bolts due to “seeding” of the cover when the HB gets tightened around it. Did you use gasket seal or a OEM gasket? On my 2F, the timing gear metal is super thin and it was obvious when the gasket was bulging from the POs over tightening. When the timing gear cover was out, I had to hammer it straight again at the flanges. I can’t help you much on the 2H, I wouldn’t drive on threads. The later 2Fs (75 and up I think) are press fit
