Installing the pump drive shaft gear on a new block. I notice that it is free spinning. Not keyed. Is that correct?

Installed oil pump drive shaft gear, crankshaft rotor, and crankshaft timing gear. It still spins freely.

I don't see anything in the FSM that says it should/shouldn't spin freely.

If it spins freely, how does it turn things like power steering gear, oil pump, etc.?

I did a bunch of searching and found @cruiserdan post that says it's not keyed. Which means that it should spin freely until the pulley is put on I suppose?

Is your crank bold installed and tightened?
No, the timing cover is still off and the crank pulley is off, as is the bolt. It sounds like the bolt against the pulley puts the pressure needed onto the pump drive shaft gear.
