I have a fellow in wasington who wants to buy my 89 BJ74 all the people he talks to (toyota dealers, border officials, etc) says that he cannot import it because it does not have a sticker on the door from the origanal manufacture that says it meets north american emmisions standards. Also the VIN # on my cruiser is BJ740005940 this is also not acceptable because it does not have the usual 17 digits. I know guys on this site must have done things like this. Any help would be very apriciated.
 
The short answer is no, it cannot be imported, unless you do it gray market, which would be very dark IMO. Do a search, it's been talked about a LOT.

There are MANY Cruiserheads in the US that would LOVE to have some JDM cruisers. Unfortunately, Uncle Sam has not been kind to us.
 
As I understand the rules and requirements, legal importaion of a JDM spec vehicle (such as a BJ74) from Canada to the US is not viable. Importation of a Canadian spec vehicle (such as a BJ70/71 or BJ60) is legal. I have successfully imported three BJ70s by employing the services of a RI (registered importer). As previously mentioned, further searching of the mud database should provide additional information for your consideration.

Like anything in this great nation of ours it CAN be done, but you may not feel completely comfortable with the requirements.... It isnt easy. Id forget about it were I you. Tell him to get a BJ/HJ 60, or a BJ70 that can be done easy enough.
 
We're just lucky here in Canada that when the import laws were drafted, a few influential folks who collected classic Brit sportscars made the import rule 15 years instead of 25. Nobody ever expected the volume of JDM vehicles, and now there are those who want to change it to 25 years like the US.
