Buying the emissions manual is a huge help with things like this. I'm original owner of a 1978 fj40 california and anytime I've had an idle problem it's a vacuum line I knocked loose doing something else 80%, carb 5%, emissions 15%! Seriously though, I had the smog stuff disconnected for 10 years thinking it made it run better and stronger. When they cracked down on smog checks I removed headers and re-installed all smog equipment. I couldn't believe how much better it runs back stock. Maybe the Toyota engineers got it right! Disclaimer- This is MY experience, no guarantees it helps anyone else (I'm putting this statement at the end of all my posts from now on, I'm only an expert with MY fj40!)
