Idle goes to 400 when shifted into 'D' (1 Viewer)

with normal temparature but goes back to 650 when shifted to 'P'. Is this normal? It only happnes in stop n go traffic or in the trail.
 
Mine has been doing this since I got it with 35K miles (now at 103K), especially during warmer months. I've waggered it as an idle fuel saver and totally ignored it.

That sounds low and I doubt normal. When's the last time you removed and cleaned the TB?
 
I cleaned my TB around 30K miles ago. But I didn't take the TB out though. I cleaned it with a tooth brush and carb cleaner. Do I have to take it out to clean it? Sounds like this is a 30K mile thing.Also how much slack are you supposed to have on that throttle cable? In FSM I found the indication of no slack. And that throttle stopper really small screw and nut? I don't know the name for it but what is the proper adjustment to that? It logically makes sense to me that over time the cable may slack a little which might cause the idle to fluctuate may be..?
