Ideas to attach non MOLLE items to a hard MOLLE panel?

I have a gull wing quarter window ala @yodaTEQ that I've had for several years, and enjoy the heck out of it, but I'm looking to take advantage of another of it's features. I have a hatchet, small saw, and a Scepter wrench that I'd like to fasten to the MOLLE panel that comprises the inside of the hatch, but I don't know the best way to do it.

The saw pictured is not the exact one I have, but similar enough.


Now, dimensionally these items will all fit on the MOLLE panel, but I don't know how to fasten them to it. I don't want buckles (metal or plastic). I'd rather not have snaps. What I do want is a simple yet strong velcro strap that stays put on the panel when the item is removed. Must be cheap and simple. Is there a way to do this?

Something like this from McMaster? Not sure if they’re strong enough. One of them says 85lbs.

Something along those lines, yes. The hangup for me is that I want the strap to stay put when I remove the item, so it's quick and easy to re-mount the item when I'm finished. Any thoughts on how the straps could be semi-permanently attached to the panel while still being quick and easy to use?
 
I’m no expert on such things but I think you could either attach another Velcro to the back and/or sew it on so it doesn’t pull loose. Essentially sandwiching the panel between.
