Sorry no idea, the line to the canister from the tank had been cut by the PO. I can probably test it. I’ll take a look at my manuals and see what I can do.
If you blow through it does air go through? It should not go through. Then if you connect a wire to the negative battery terminal and another to the positive battery terminal and touch one to each of the two prongs on the valve carefully making sure not to touch each other you should hear it click open and air should go through. If it works I want it. Please let me know. Thank you. Steve

It works, it’s actually opposite of what you said though. I could blow through until I applied power, then it closed. I think this valve is used to pull vapors from the carb bowl. Looks like the VCV controls when there is a vacuum pulled on the canister . See the schematic.
