UPDATE - Got it done. I tried ALL KINDS of things. First hit it with a punch to see if I can break up the EZ out. The metal started bending, so I backed off. I tried diamond bit, carbide bit, and cussing. None of this worked.

When all else failed, I resorted to violence. I used the oscillating tool with a metal sawblade (actually two) and cut the nut off. Cleaned it, squirted some primer, shot a squirt of paint, and put a nut and bolt on. Done and dusted. What an ordeal.
