According my manual there's only one relay involved. From that relay TWO fuses (10A each) feed the lights. Then the 'negative' leads are fed to the high/low switch and then to ground.
That's for the none European version.
The European version is lightly different as that the positive is switched. And it's two relays that are used, one to switch lights OFF/ON and the second one for HIGH/LOW. From this relay FOUR fuses are fed. Two for high and two for low beam.
So in both instances both headlights are fed from the same relay.
There must be a problem in the contacts/wiring/fuses if the bulbs themselves are good.
