The book is showing red/black to the back of the lighter and a ground on the sleeve. Yet mine has (up until now) functioned with just the red/black hooked up and no ground (I believe). There isnt any wire around my dash that would facilitate the ground on the sleeve so I'm a little confused. Should I be getting voltage from the red/black with my multimeter at all times or am I off here???
 
The sleeve could be your ground. In fact if it is functioning, that must be what is grounding the circuit.
 
On my '81 there is only one wire connected, and the assembly is grounded to the bulkhead
 
Well it was functioning until a week ago.
 
Depending on year and wiring, you should get voltage at all times or only when the key is on. Ground is through the dash. If you have voltage and a good ground connection, you may have a bad socket.
