As far as I can tell, it's supposed to connect the vacuum hoses between the air cleaner, VSV, and the advance/retard ports on the dizzy. The thing is, it's not a normal 3-way connector. The connector on the right (with the extra hole there) has a smaller inlet (outlet?) than the other two connectors. Presumably, it has an orientation. The small holed connector faces the VSV or the hose the routes to the vacuum retard port on the dizzy? And what's the the extra hole? How does it do anything when it's covered by the hose?

The emissions manual refers to this thing as an "orifice" but make not mention of the orifice's orientation.
