Horn Relay on an '81? (1 Viewer)

I have an 1981 Fj40 and neither horn works when a horn button is pressed. When I first bough the truck, the low horn slightly worked, but now nothing. I bench tested the high horn and it works just fine. So my guess is that both horns are OK and it's something else.

I took off the steering wheel cover, cleaned the contacts and still nothing. My next guess was a relay problem, but after looking on the SOR site and toyotapartszone it appears as though there's not a horn relay after 7/80. Is this correct? If so, what else could be causing both horns not to work? (Fuse has been tested)
