Hoppy wiring harness - 2 Hose questions

I completed the installation of the Hoppy tow wiring harness today. It went real smooth and I would recommend this kit to anyone that needs to retrofit an 80 that did not come from the factory with a tow kit.

Sorting out the wiring connections I came across two things that I had not discovered on my old 80. First, clustered in with the wiring to the rear lights is a clear plastic tubing that looks like surgical tubing. It's about 1/4 inch or so in diameter. What is this for?

Second, I routed the wiring harness out of the rear 1/4 panel through a gasket for a hose that goes outside the vehicle above the wheel well. There is one on both sides. It's a black tube that is about 1/2 inch in diameter. What's this tube for?
