Hood Latch Bolts Loose & Wont Tighten 1997

I'm having issue with my hood latch adjustment bolts being loose and when attempting to retighten them, I find all 3 bolts wont tighten fully.
I cannot confirm if previous ownership tampered or over tightened all 3 bolts to cause this, but my question is, before I start to remove the latch, are the threads on the back of the radiator support bar or is there support bracket that is threaded?

Remove the bolts, remove the latch assembly, take some close up photos of the threaded bolt holes, post up the photos.
