High Idle

Hi guys my 96lx450 seems to have a high issue , The throtle body is clean and lightly oiled ...I cleaned the IAC , seems like it will stay around 1200 rpms ...but when I lightly push down on the throtle linkage it go's right down to normal ...it looks to me as if the little vac soliniod just under the throtle linkage is the problem ...What is it and what controls ...?

turns out that someone had adjusted the throtle cable to a dirty throtlebody ...I readjusted the cable and it was just fine .
