WAG but maybe holding the gas line up in front of the thermostat???

Mounts to the steering box and supports the hand brake cable of possibly the speedometer cable. But think it the brake cable. Might have a picture with one on my 70 FJ40 which is at another location.

Hey you got it, went back through my pictures and checked the location and that’s it. Don’t mind the gross thermostat housing, it’s a fresh beautiful one now.
