The dry fill amount, which includes oil filter could be influenced by which oil filter you use. For 2F engine application, toyota has switched to offering a much smaller oil filter housing, which would hold less oil and make the dry fill amount lower...but it is not a 3.5 quart difference.

a really potentially obnoxious question....which I will apologize for in advance... Are you sure you have a 4 cylinder 3B engine?
11 quarts is the fill capacity for the 6 cylinder 2H engine.
