Sorry if I missed this but can you turn motor by hand? And the starter is really easy to get to on these bad boys so easy to check if it is getting what it needs.
 
Several things to look into. Most have already been suggested.
1. Buy a meter.
2. Charge the battery.
4. Make sure you are getting a 12v signal from the key to the starter. (Bad contacts on ignition)
5. Make sure the engine will turn over.
6. Jump the starter contacts (wire from bug wire to small wire on the starter.
Once you get it to role over then you can look into the carb. It’s probably needs cleaning from setting.

I was scanning to see if anyone has posted this. I dropped a non running 76 FJ40 off and they had it up and running and did a few other things (power steering, etc.) for me while it was there. No complaints and if I had to do it again, Id take it there.
