I need help picking a set of auxillary driving lights for dark mountain roads.

Here are my requirements:
2 lamps bumper mounted
Need to be able to drive without blinding other drivers
Under $400 for the pair
No halogen
Thanks.

Im going to leave the stock headlights alone. They are good enough for city driving. I really want an auxiliary set when i drive through lake tahoe at night.

I bought the Rigid SAE fog lights a couple months ago.

They are bright. Brighter than my clean OEM low beams with HIR bulbs. The picture is one light hooked to a 11.8v battery.
The beam pattern and cutoff is awesome.
The build quality is awesome.
The color temperature is too blue for my tastes. Wish I had realized this before buying. Anyway, they are coming off.
