The "tin" bumpers are actually made from 80,000 PSI steel, so even though it's thin and light weight, it's much stronger than the heavier and thicker mild steel that most people make their bumpers from.
The 60 series bumper is now quite different than it was, I haven't compared the old vs. any new versions of the 70 series.
I don't think being hit by a 4x4 is ever pedestrian friendly, so I don't know what the EU and others are worried about. It's like putting a hot cup of coffee in your lap while driving and then blaming someone else for your own stupidity when you scald your bits...
