That is your EGR Valve. Exhaust Gas Recirculation Valve.
The green top item is your EGR Modulator.

And they fail from time to time. I'm on my third on my '92 FJ80 with 223k mi.
Something is wrong with yours... it appears to still be hooked up...

Smoke test for vacuum leaks
There is something to be said for keeping the EGR system working. It reduces emissions. These trucks are not easy on the planet, and keeping the emissions (reduction) system operational is a reasonable decision.
If youve flown on a plane for more than a couple hours recently i think youve contributed comparable pollution to a year of driving a stinky gas guzzling 80 series.
