HELP- Identify this Part (1 Viewer)

Anyone know what the part is in the right of this photo ? It's been 6 or 7 years since we pulled apart my '75 FJ40 and embarrassingly enough i'm not sure where it goes. Or if it's even off the FJ40.

I know the part on the left is part of the spare tire carrier.

Passenger's side frame pan. Flip it over, mounts to top of frame (slotted holes) under battery bracket-with big hole towards front. Other smaller holes (close to slotted) line up with frame rivets.
