help diagnosing inop rear wiper (1 Viewer)

I'm diagnosing an inop rear wiper on an 87 fj60... three wires feed the motor: blue, blue red, and blue white. I have a good 12v on the blue when the dash switch is on and nothing on the other two. I've also confirmed that the housing of the motor is continuous with ground on the rear frame. The rear washer squirter works as expected. I also swapped in an extra wiper motor I had around, but no bueno.

what voltage or behavior should I be seeing on those three wires in the plug that connects to the rear wiper motor?

Can you (or anyone) confirm what the switch positions washer I and washer II refer to in the 60 series switch table? I assume washer II is the momentary while the switch is on and washer I is momentary while the switch is off, allowing wash squirt either while the wiper is moving or not?
