They've been working fine for years, but a week ago (in cold weather) I noticed that the glow controller (little window with a resistor behind it) was taking too long to start glowing. Over the last week it's died a slow death until yesterday the glow was barely visible and today it's not lighting up at all.

Using a volt-meter I can see that I'm getting no power to the glow plugs on the engine, my thinking is that the relay may have gone bad.

Do you have any advice about how to determine the problem?
 
Use that same volt meter and check for voltage.
The path is: Battery, fusible link, glow relay, glow controller, glow plugs.

If your glow plugs are toast you will not get a glow on the glow controller also dying batteries will not glow the controller if voltage is to low.
Been down both of these paths with my older BJs
