Bottom fuse, red wire on the other side? Un-switched 12v to the headlights.
Probably comes off the ammeter and provides power to the fuse panel. Not too hard to trace it back to the gauge.
Yes.white with blue is from alternator or ammeter

i respectfully disagree here.....
originally , when factory installed a PLANT A11 , that wire would go to here first before going any where else .....
