Did the measured voltage change when you switched speeds at the switch? You should see three different voltage values depending on the switch setting. I would check voltage on both sides of the resistor with the switch set to the highest setting which has no resistance. Voltage should be the same. When you measured 10.47V was the truck running? That could explain the value.
