Heater blows warm air, not hot..

1996 FZJ80 with 235,000 miles on it.

The heater fan blows strong warm air, but not hot. I've checked the heater water control valve on the firewall and it is going fully open and closed (AC blows cold air just fine). The service manual says to check the "heater relay" in the left kick panel and if it's good, then check the "air temperture airservo" in the center instrument panel.

Has anyone solved this problem? Any help will be appreciated.

I had the same problem, and was able to measure the actual temps and was a good 20degree increase
