@OSS I appreciate the link. It all makes sense now. I was having problems figuring out where to find the ground junctions or even what they looked like. The WB wires are a mess, they were all burnt to s*** when I got the rig.

I FIGURED IT OUT DAMMIT... turned out to be the Fusible Link. When i was switching wires at the turn signal/headlight switch - connector head around, I somehow got the headlights and hazards on wire E that connects to the ignition which is why I got the headlights and hazards to work with no turn signals. To test my hypothesis, I turned the ignition switch off which killed the hazards. Knowing that they are supposed to work with the ignition switch off led me to the conclusion that the fusible link was blown. Kind of stoked to learn how it all worked instead of blindly replacing parts.
