I have the OEM dual-filler neck and the OEM aux tank. I'm sure there are numerous bits and pieces from there in order to get things installed. At what level of effort would one be looking to install these and get working (including I'm assuming custom control unit for fuel transfer, & cetera)?

Easier to sell it to me!

A simple solution would be to install a fuel pump and level sensor in the secondary tank and just turn it on to fill the primary when you need to.
