Has anyone actually attempted this and if so, what is your opinion of the results and do you have pics. My 1997 FZJ80 has hood and upper right quarter panel clear coat pealing damage and I’ve been quoted $1,600 to repair it.

I've yet to find anything that will remove clear coat without removing the paint under it. The quote you got may include a repaint of the affected area.
 
Clear coat repair is not a sensible move. Once the 'seal' has been broken you will find any repair unlikely to last. Often the affected panel needs to be taken down to bare metal to do a successful job.

Poppys patina? I USED MATTE finish to seal in my rattle can paint job.

Talked to a paint guy about this last month. Said it would last 3-5 years. Give or take.
