Hard to turn wheel (1 Viewer)

While rebuilding my brake I go to turn the wheel and it wont turn. I really get on it hear a pop and then it turns easily. I dont see any damage but am wondering what it could. Wheels are off and it is up on jack stands. Time to rebuild the steering box?
 
Drum brakes I assume?
Might be the rotating drum catching on the shoe, dragging it, and pulling it out of it's slots (or something similar). Are your shoe centering pins intact?
Oil or grease on the shoes or drum that might make it grab?
 
Are you talking about your steering wheel ?
 
Pig head, i guess i need to clearify, I went to turn the steering wheel to get more room and it would not turn. Yes drum brakes too.
