Fuel vapor in the carb? (1 Viewer)

Hi all,
Just wanting to confirm something that I think I'm seeing. :)

I have a 1978 FJ40 that has been de-smogged (at least it appears to have had the majority of the emmisions "stuff" ripped out at some point by the previous owner.) The PO installed a weber carb as well.

I've been having what I think are heat related issues for a while now....mainly a rough running engine after hot starts. I've since replaced the radiator, hoses and thermostat, and my rough running type issues seem to have somewhat gone away. I'm still a little worried about the carb though. I can still hear what sounds like fuel boiling off of the carb after I shut the motor off and can smell fuel at the same time. If I pop the air filter off the top of the carb when I hear the boiling, I see "vapor" in the attached picture (always in the same barrel of the carb).

My carb fan is not working, so that's next on my list. Also, I believe that the heat valve on the exhaust manifold is working (at least a little bit!) because it moves a bit after the vehicle warms up.

Is what I'm seeing in the carb the result of boiling fuel?
