Fuel tank related, but how? and why?

Hoping someone can tell me what this apparatus is that kinda looks like an Atari symbol mounted in rear body panel behind fuel fill. Is it it necessay or can it be junked or relocated say if I were building a custom body for the back half? I tried to attach a picture, but I cant seem to resize it small enough to be allowed without making it completely blurry.

woops, my bad

81 BJ60 3B and almost completely void of anything not metal. as far as a fuel vent system goes, in which I am assuming you are right. How much of that is necessary? can it be simplified or moved, does it have to remain at a certain height relative to the tank or engine? can it be completely removed?

I believe it is a vapour recovery or something like that - i'd leave it.
