I have noticed that the FSM gives rather large ranges for certain items such as the u-bolts, shackle pin & spring hangar nuts. While given smaller tolerances for the spring hangar bolts and shock absorber nuts.

For example, the FSM states that for the;
U-Bolt nuts = 73-108ft. lb.
Spring hanger pin nut & Shackle pin nut = 55-79 ft. lb.

Why such a large variance?
Should one pick the lowest setting as a starting point or shoot for a mid-range on these larger variance torque tolerances?
