Front wiper only has one speed

My front wiper only has one speed, low. No intermittent and no high. And ideas on where to start - the switch or the motor? Thanks in advance. '93FZJ80.
 
How well does it run on low? My motor periodically decided to not work and was very slow when it did. I replaced the motor and the low speed is faster than my dying motor's high.
