It's not that the shocks are specific to a rear axle application - it's that they're the correct length for the rear of an fj40 with a 3" lift.

If you go to Rancho's website, they have application charts that will list shock lengths for stock and lifted applications that you can use to cross-reference.
 
running the wrong length shocks will just damage the shock and give you a crappy ride.
 
I run Old Man Emu rear shock in the front of the Red truck...they allow for a little more droop is all...
