I’m just replacing my fogs and the other one came out easily but the housing is refusing to budge on drivers side. I’m about to just pry it with a screwdriver but don’t want to damage it, am I just being an idiot?

I assume you mean you're replacing the bulbs and not the housing; yes spray it with Simple Green or something similar if it won't turn easily. It's probably just dirt glued in place. I wouldn't use any tools, just get a glove and grab it like you own it.
