I HAVE THE SAME ISSUE 1988 CRUISER HEADLIGHTS DONT WORK BUT RUNNING LIGHTS DO... TURN MY HEATER ON AND THE IN DASH CLOCK GOES OUT AND HEATER GO'S TO BARELY RUNNING COULD THIS BE A GROUNDING ISSUE ALSO? ALSO THE HI BEAM LIGHT IN DASH TURNS ON

There's a common ground connector in your dash, basically right behind the gage clusters. It fries out and causes all sorts of intermittent issues. Here's a better shot, courtesy of @Output Shaft :

Just to add some info on this thread..
I had a wet (leaking rear washer fluid) ground/relay that made my IGN turn on when central lock was engage to LOCK. Great feature but not stock
Dried the area and relay, all is works fine again.
