Ive made up a couple of tools to push the sleeve onto the stub axle. First , cut the flange thru to the groove on one side, this helps to start the rolling action to remove the flange.
The silver/black tube is used to push the sleeve on as far as it will go, then remove the flange with a pair of long nose pliers.
The second stage is to push the sleeve home, with the second tool, this was made useing the inner race of a wheel bearing, welded to a tube.
